DIGITALIZATION OF CRIMINAL JUSTICE: THE UK EXPERIENCE FOR UKRAINE

Abstract

The article examines the possibilities and role of digitalization of criminal justice in Ukraine. In modern conditions, the European vector of development of law enforcement and justice has necessitated the introduction of progressive institutions, the use of the most effective methods and technologies. The plan for the Ukraine Facility, which will become the basis for the implementation of the program of financial support to Ukraine from the European Union for 2024-2027. Among the basic reforms, fair justice and the rule of law are envisaged. The plan specifies the tasks: to improve the procedure for selecting judges, to reform the prosecutor's office and to digitalize the judicial system. The reform aims to create a judicial system that meets European standards of transparency and efficiency. One of the key tasks envisaged within the framework of the Ukraine Facility Plan is the development of a roadmap for the modernization of the Unified Judicial Information and Telecommunications System (UJIТS) and its full implementation by the end of 2027. The implementation of the modernized version of the UJIТS promises to change the approaches to the work of courts, making them more transparent, accessible and convenient for all participants in the process. The modernization of the UJIТS is not only the development of new technical solutions. It involves the implementation of new data security standards, improving business processes and creating convenient services for users. But the main thing is transparency and accountability, which are the basis of the reform. For the successful implementation of digital justice reforms in Ukraine, the experience of leading countries is essential. The United Kingdom has its own e-justice system and experience in implementing digital systems and technologies in activities related to criminal justice. The experience of digital justice reforms in the United Kingdom based on the concept of online courts and video conferencing is considered. The program, launched in 2016, is aimed at creating a modern justice system using new technologies and ways of working to create a more efficient system for all users of the justice system. The key benefits of implementing digital technologies are analyzed, including accelerating judicial procedures, increasing transparency and reducing the level of corruption. Particular attention is paid to improving access to justice for participants in the process, improving the quality of court decisions and integration with international standards. The issue of digital justice is one of the key issues on the path of Ukraine's accession to the EU and is aimed at radically changing approaches to ensuring justice, transparency and efficiency of the judicial system.
