Abstract

The article examines the current state of public policy and regulatory support for civil security in Ukraine under the conditions of martial law, increasing natural and technological hazards, hybrid threats, and the growing need to enhance the resilience of critical infrastructure. The study aims to identify the key directions for improving the national civil security system through the analysis of the existing legal framework and its alignment with European approaches to risk management and disaster resilience. The research is based on the analysis of the Constitution of Ukraine, the Civil Protection Code of Ukraine, the Laws of Ukraine “On National Security of Ukraine” and “On Critical Infrastructure”, strategic documents, as well as regulations adopted by the Ministry of Internal Affairs of Ukraine. Special attention is paid to the implementation of modern approaches to integrated risk management, interagency coordination, emergency preparedness, and the protection of critical infrastructure. A comparative analysis of the Ukrainian regulatory framework and the relevant legal and policy instruments of the European Union demonstrates the gradual approximation of the national civil security system to European standards while revealing several institutional and legislative challenges. The study identifies the need to strengthen coordination mechanisms among public authorities, improve regulatory consistency, accelerate the digital transformation of civil protection processes, and introduce advanced information technologies, including artificial intelligence, decision support systems, and predictive analytics for emergency management. The scientific novelty of the research lies in the comprehensive assessment of the legal and organizational mechanisms supporting civil security and in substantiating priority areas for their modernization in accordance with European resilience policies. The findings confirm that the further development of Ukraine’s civil security policy should be based on the principles of resilience, comprehensive risk management, sustainable governance, and harmonization with European Union legislation. The proposed recommendations may be applied in legislative development, public administration, civil protection practice, strategic planning, and higher education in the field of civil security.
