ANALYSIS OF REGULATORY INITIATIVES IN THE FIELD OF ROAD SAFETY THROUGH THE PRISM OF FOREIGN EXPERIENCE

The article examines road traffic as a complex social system that encompasses the interaction of the road, vehicles, road users, control mechanisms and measures to prevent violations. Scientific approaches to defining the concepts of road traffic and road safety are considered, with emphasis on the multidimensionality of the safety category, which includes legal, social and technical aspects. It is determined that increasing the level of safety is possible only if an interdisciplinary approach is implemented and international experience is taken into account, in particular modern EU standards and the Vision Zero concept. The feasibility of harmonizing Ukrainian legislation with European practices and the importance of implementing innovative preventive mechanisms are substantiated. Particular attention is paid to the analysis of the international experience of Latvia, Lithuania, Luxembourg, the Netherlands and Malta in the field of speed control, the application of penalty points and the organization of administrative liability. The draft laws on amendments to the Code of Ukraine on Administrative Offenses and the Law of Ukraine “On Road Traffic” on strengthening responsibility in the field of road safety, the draft law on strengthening administrative responsibility for systematic violations of road traffic rules, as well as the draft law on introducing proportionality of responsibility for exceeding the established speed limits of vehicles (№ 11029 of 02/20/2024, № 12172 of 11/01/2024, № 13314 of 05/26/2025) were analyzed. Based on the analysis, conclusions were drawn on the need for a comprehensive update of the regulatory framework, ensuring a balance between the safety and freedom of road users, as well as further improvement of the law-making process taking into account foreign practices.
