The full-scale war unleashed by the russian against Ukraine has fundamentally transformed approaches to civil-military cooperation (CIMIC), demonstrating its strategic importance for ensuring national resilience, societal cohesion, and effective crisis response. Under conditions of large-scale military operations, hybrid threats, cyberattacks, and systematic attacks against critical infrastructure, Ukraine has developed a unique model of civil-military interaction that extends beyond traditional NATO approaches and offers valuable lessons for the further development of the Alliance’s resilience and security capabilities. The purpose of this study is to analyze Ukraine’s experience in civil-military cooperation during the full-scale war and to identify prospects for integrating the acquired lessons into NATO’s resilience and security framework. The research is based on a comprehensive analysis of institutional mechanisms, interagency coordination practices, civil preparedness measures, critical infrastructure protection strategies, and the implementation of the Wholeof-Society approach in wartime conditions. The study demonstrates that Ukraine’s experience has significantly expanded the functional role of civil-military cooperation. CIMIC has evolved from a supporting military function into a comprehensive mechanism that facilitates coordination among governmental institutions, security and defense forces, local authorities, civil society organizations, private sector entities, international partners, and local communities. Such cooperation has contributed to maintaining continuity of governance, supporting humanitarian operations, protecting civilian populations, ensuring the functioning of critical infrastructure, and strengthening public resilience in the face of prolonged military aggression. Particular attention is paid to the implementation of the Whole-of-Society approach, which has become one of the key factors of Ukraine’s national resilience. The study highlights the importance of integrating military, political, economic, social, informational, and technological resources into a unified security system capable of responding effectively to multidimensional threats. The Ukrainian experience confirms the necessity of strengthening cooperation between public institutions and civil society as a prerequisite for sustainable crisis management and national defense. The findings indicate that the practical lessons learned by Ukraine can contribute to the modernization of NATO’s civil-military cooperation doctrine and support the development of NATO Resilience. Key areas for integration include enhancing interagency coordination mechanisms, improving civil preparedness systems, strengthening the protection of critical infrastructure, expanding strategic communications capabilities, and incorporating resilience-based approaches into NATO planning and training activities. The scientific novelty of the study lies in substantiating the potential of Ukraine’s wartime civil-military cooperation experience as a source of innovative approaches for strengthening NATO resilience and security capabilities. It is argued that the Ukrainian model represents a practical example of effective implementation of comprehensive defense and societal resilience principles in a high-intensity conflict environment. The results of the research may be useful for policymakers, military planners, NATO structures, civil protection authorities, and researchers involved in security studies, resilience development, crisis management, and civil-military relations. The integration of Ukraine’s experience into NATO’s institutional framework may contribute to enhancing the Alliance’s preparedness for future multidomain threats and complex security challenges.
