FIRE TRAINING FOR POLICE OFFICERS: CURRENT CHALLENGES AND TOOLS FOR IMPROVING PROFESSIONAL READINESS

The article examines the current issues of firearms training for employees of the National Police of Ukraine in the context of the introduction of new weapons and changes in the operational environment. The relevance of the topic is determined by the need to adapt the National Police’s training system to the changed operational conditions and modern technical requirements. An analysis of the current regulatory framework has been carried out, primarily the order of the Ministry of Internal Affairs “On Approval of the Regulations on the Training of Police Officers” dated January 26, 2016, № 50. It was found that the document defines the general principles of training, but does not contain provisions on retraining personnel for new types of weapons, certification of acquired skills, and criteria for professional readiness. A comparative analysis of foreign models (Great Britain, USA) revealed their common features: multi-level training, periodic qualification checks, and centralized recording of results in departmental databases. The British system is based on the gradual improvement of the qualifications of armed officers, which guarantees controlled access to tasks of varying levels of risk. The American model provides for a clear certification procedure that includes regular shooting qualification tests, a written safety exam, and official documentation of results. Based on the analysis, the need to introduce the concept of “firearms competence” into Ukrainian law enforcement practice has been substantiated, which determines the level of readiness of a police officer to use weapons lawfully, safely, and effectively. It is proposed to amend the order of the Ministry of Internal Affairs “On Approval of the Regulations on the Professional Training of Police Officers” dated January 26, 2016, № 50, supplementing it with provisions on the certification of firearms competence, the definition of its levels (F1 – F2 – A), and verification procedures. The implementation of such changes will contribute to the creation of a comprehensive system of professional assessment and increase the level of safety and legal responsibility in the activities of the National Police of Ukraine.
